the only way it'll fit is with the short leg in the head causing the pipe to come out at a forward angle to clear the down tubes. The correct orientation is for the long leg to come out of the head past the down tubes before then sweeping across at an angle to meet the Y branch. A picture would be handy

Yep that's the classic one. Probably as it wouldn't quite fit if you tried it the other way round.
