I have used a product called Deox C by Bilt Hamber with very good results. It is "Crystalline non-toxic rust remover that produces a powerful corrosion removal " You mix it with warm water fill the tank and leave for up to 24 hours to do its stuff. Unless the tank is really bad I don't seal mine but I have used Caswell tank sealer with good results.
