Rear hub trim rattling

I have a new old stock rear hub that I was going to lace up, however when I was turning it, the alloy corrugated trim in the centre is very loose and rattles. Has anyone come across this before and if so what was the fix. I am thinking it is probably the reason why this hub remained unused.
