To make some signs of progress I fitted a new double lip fork seal to one 1 1/8" fork leg.
I can't believe it - the top lip does not touch the stanchion! Measurements show the top lip to be 1 3/16" so no wonder it doesn't. The lower lip is tighter, measuring 1 3/32" so it at least will do some sealing. What is going on? Anyone else had this? On a modern bike I find double lip seals to fit a lot tighter than this.

It sounds like a manufacturing / design problem, I'd get in touch with the supplier and see what they have to say, if you don't get satisfaction consider posting details on here to help others avoid similar problems.
In my opinion it's always best to go to the supplier first
Kind thought Rob, thanks. It is twin lip seals I want in order to get the maximum seal effect and life expectancy. A solution is being worked on as we speak - I will update when finalised...

Probably not seals I have Ron. Mine would be WD. I got some parts and hand made tools from an old boy years ago. ( inc fork tool ) He serviced bikes during war time in the army.
