Hi
Having just removed oil tank for cleaning and painting I notice there is no filter any where on tank is this correct. the bikes a matchless 650 csr 1963

There's no filter in the tank as such but a "pencil" filter in the outlet pipe .

this gauze filter is listed 048515 in 63/64 parts list. It is fitted (soldered) upon the feed pipe.

Yes Peter it is the good item.
I don't know why parts list states two different numbers : all 1964 bikes had a "pear shape" oïl tank, (except competition ones) but for 1963 CSR kept the previous one, and the parts list states the same number for them.
