A challenge!

While hunting through my deceased dad's collection of bits for a servicable fuel tap, I rediscovered an unknown frame that someone might recognise.
It's in a dark green, has no numbers, and is partially wrapped in what appears to be ancient greased paper tied with string.
A James perhaps?
